A new Copper Recycling Facility has been approved at 188 Silverwater Road, Silverwater NSW 2128 for Sydney Copper Scraps Pty Ltd (Sydney Copper Scraps). The Copper Recycling Facility will receive, sort, process and bale approximately 29,999 tonnes of ferrous and non-ferrous metals per annum including de-gassed white goods.
The approval permits the conversion of an existing industrial building into a new recycling facility by demolishing existing structures, including a painting booth, awning and shed. Following these works, new buildings and site upgrades will commence. This includes a new Metal Receivals Building, a reinstated secondary access, new gates and fencing, internal concrete walls, storage bays, specialised plant areas, and an in-ground weighbridge. Further improvements include solar panels, stormwater system upgrades, updated parking, enhanced landscaping, and continued use of the existing office. The project also incorporates comprehensive fire safety upgrades such as sprinklers, alarms, emergency lighting, bunding, and a dedicated battery storage.
Sydney Copper Scraps will receive ferrous and non-ferrous metals from businesses, contractors, and other commercial and domestic sources in their locality. The incoming metals will be sorted, processed and baled to enable the materials to be further refined and used in new metal production.
Sydney Copper Scraps engaged us at JEP Environment & Planning to prepare the planning application. We lead the council pre-lodgement meeting, prepared the architectural plans, waste management plan, led the environmental assessments and completed all statutory planning. Post approval we are providing support to Sydney Copper Scraps as they move forward in acquiring their Construction and Occupation Certificates.
The development application was assessed by Parramatta City Council and approved on the 6th of November 2025.
This new facility will provide critical metal recycling infrastructure for the Western Sydney region and will help reduce the rate of metal waste disposed in landfill. The project will also reduce the need for virgin metals in manufacturing and will therefore help in achieving waste reduction targets in the NSW Government’s NSW Waste and Sustainable Materials Strategy 2041.
