Sell & Parker is a national metal recycling business that helps householders, businesses and industries recover and recycle metal to help create a circular economy. The company has been operating a successful metal recycling business in Carrington, within the Port of Newcastle for the past 15 years. The facility services the metal recycling needs of Newcastle and the Hunter region. Sell & Parker employ a total of 10 people at this facility.

Sell & Parker propose to expand the site boundaries to include some land on an adjacent Lot (Lot 1 / DP1102476) and increase the capacity of the metal recycling facility from 20,000 tonnes per annum (TPA) to 60,000 tpa. Sell & Parker propose to seek development consent for the following site upgrades as part of the Carrington Metal Recycling Facility Expansion (the Proposal):

• A boundary adjustment to merge approximately 3,200 m2 area of land on Lot 1 / DP1102476 with the existing approved metal recycling operation on Lot 3105 / DP755247;
• Construction of a hardstand for metal receival, processing and storage on the additional land located on Lot 1 / DP1102476;
• Construction of a new site exit onto Everett Street, to separate in-bound and out-bound traffic;
• Installation of a second 26m weighbridge;
• New fencing; 
• New landscaping to site entry;
• Demolition of existing steel push wall and installation of a new steel push wall structure to the eastern side of the expanded operating area. This will also act as an acoustic barrier; 
• Provision of movable concrete block bay walls for storage of proposed metal for off-site transport;
• Regularisation of existing amenity building and medical room on-site;
• Alterations to staff parking arrangements, including provision for one EV charging parking spot and an area for motorcycle parking; 
• Provision of additional truck queuing and loading areas;
• Upgrade stormwater and drainage works; and
• An increase of the metal processing limit from 20,000 tpa to 60,000 tpa.

An Environmental Impact Statement will be prepared for the development application. This will assess hazards and risks, traffic and access, noise, air quality, soil and water, fire, heritage, biodiversity and waste issues associated with the proposal. The investigations will include identification of measures to avoid or minimise impacts on human health or the environment.
