Matt’s Skip Bins Brand New Waste Transfer Station to Open in Penrith

Matt’s Skip Bins, a Penrith-based waste collection and recycling company, has experienced significant growth since its early days with a single truck and 11 skip bins. Today, the company operates multiple trucks and over 300 skip bins of various sizes, serving homeowners as well as commercial and industrial clients across Western Sydney and the Blue Mountains. To meet growing demand, especially from the booming construction industry, Matt’s Skip Bins is proposing the development of a Waste Transfer Station at 37 Leland Street in Penrith.

The site, currently used as a vehicle repair shop, will be converted into a facility that can receive and process up to 30,000 tonnes of waste annually, primarily from Matt’s Skip Bins’ own collection services. The facility will focus on processing construction, demolition, and clean-up waste in an enclosed environment to minimise environmental impacts.

In addition to improving waste sorting and recycling, the project will create ten new full-time jobs in the local community, contributing to economic growth in Penrith. The development supports the NSW Government’s 80% recycling target by 2030, aligning with the state’s sustainable waste management goals.

Matt’s Skip Bins engaged us at JEP Environment & Planning to prepare the Statement of Environmental Effects (SEE) to support the development application. We led the facility design, managed technical investigations to support the planning application and prepared the operational and environmental management plan. We also lead all agency consultation, managed the negotiation process with Council and lodged the development application.

Matt’s Skip Bins’ development application was approved in July 2024 by Penrith City Council. The development will play a key role in improving recycling, creating local jobs, and supporting the local economy.

Post development approval, we assisted Matt’s Skip Bins in obtaining their Construction Certificate. This involved preparation of detailed architectural plans, as well as coordinating civil, electrical, mechanical, structural, traffic, fire safety and engineering designs. Additionally, we engaged the registered certifier to ensure the approval of the Construction Certificate.

Matt’s Skip Bins Construction Certificate was approved in February 2025. Construction of the facility has commenced and will be operational shorty.
