A major industrial development has been proposed in Moss Vale by Synergy Access and Scaffolding Pty Ltd (SAAS), aiming to transform land at 2 and 10 Bowman Road into a new industrial precinct. Estimated at $73.85 million, the project supports the growth of SAAS’s scaffolding operations and is expected to bring significant economic and employment benefits to the Southern Highlands.
The proposal includes subdividing the land into four new lots and constructing three large industrial buildings providing gross floor area of more than 41,000m2, which will accommodate the company’s scaffolding-related businesses. These buildings will be used for the storage, maintenance, assembly, transport and hire of scaffolding equipment. Each facility will feature internal office space, staff amenities, training rooms, haul roads, parking and stormwater infrastructure.
To support the new industrial development, the proposal includes extending Bowman Road and constructing a new section of Hutchinson Road. This includes an industrial cul-de-sac designed to accommodate B-double trucks, and stormwater management works within the Rural Landscape zone. Infrastructure upgrades will include new street lighting, landscaping, drainage systems, sewer, water and telecommunications infrastructure.
JEP Environment & Planning was engaged by SAAS to prepare all the planning, architectural design and environmental assessments required to support the development application and guide the assessment by the Southern Regional Planning Panel.
The environmental assessment undertaken by JEP Environment & Planning concluded that the development can proceed with no significant environmental impacts. Many best practice environmental measures were included in the proposal, including advanced stormwater detention and treatment, use of local endemic plant species in landscaping, use of sustainable building materials containing recycled content and large solar arrays to minimise electricity consumption. The assessment reviewed potential impacts on traffic, noise, water and soil management, flooding, bushfire risks, fire safety, biodiversity, Aboriginal cultural heritage, lighting, waste and visual amenity.
The development is expected to provide a strong economic boost to the region. Up to 60 construction jobs will be created during the two-year build phase, and 120 full-time jobs are expected once operations begin. SAAS also intends to source labour and materials locally where possible.
This proposal was approved by the Southern Regional Planning Pannel in April 2025 under DA24/0302. The development represents a major investment in Moss Vale’s future, supporting the expansion of a NSW business while stimulating local economic activity and contributing to the region’s sustainable development.
