This Quarter at JEP: Projects Driving Sustainable Change

Another quarter has flown by at JEP Environment & Planning, and it’s been a big one! Australia’s sustainability and industrial landscape is evolving rapidly, and we’re proud to be at the forefront, shaping projects that deliver smarter systems, stronger communities, and a more resilient future.

Our team has been busy across diverse developments, from major industrial projects to waste transfer and recycling initiatives, helping build our circular economy and drive meaningful outcomes for communities, industry, and the environment. It’s been a pleasure to see these projects moving forward with such positive progress. 

This quarter, we’re excited to share standout achievements, key project milestones, and our continued progress toward a cleaner, smarter, more sustainable Australia.

Matt’s Skip Bins Brand New Waste Transfer Station Now Open in Penrith

Matt’s Skip Bins has grown from a single truck to a major waste service provider operating more than 300 skip bins across Western Sydney and the Blue Mountains. To support this growth, the company has developed a new Waste Transfer Station at 37 Leland Street, Penrith, capable of processing up to 30,000 tonnes of construction and demolition waste each year. Waste collected primarily from Matt’s Skip Bins’ own services is sorted, stored, and transported to other NSW EPA licensed facilities for recycling, helping divert significant volumes from landfill.

We partnered with Matt’s Skip Bins in conducting site due diligence, prepare the planning application, lead the facility design, coordinate technical studies and agency consultation, and manage the approval process. Penrith City Council approved the project in July 2024.

Following development approval, we also secured the Construction Certificate in February 2025 and the Occupation Certificate in November 2025. Matt’s Skip Bins’ new Waste Transfer Station is now open, creating 10 new jobs for the community and supporting the NSW Government’s 80% recycling target by 2030.

Moss Vale Set to Benefit from New Industrial Development

Synergy Access and Scaffolding Pty Ltd (SAAS) has received planning approval for a $73.85 million industrial precinct at 2 and 10 Bowman Road, Moss Vale, supporting the expansion of its scaffolding operations and boosting the Southern Highlands economy. The project involves subdividing the site and constructing three industrial buildings totalling over 41,000m² for scaffolding storage, maintenance, assembly, transport, and hire, along with offices, staff facilities, training rooms, haul roads, parking, and stormwater infrastructure.

We supported SAAS by preparing all planning, architectural, and environmental assessments, guiding the proposal through the Southern Regional Planning Panel. The assessment found no significant environmental impacts and incorporated best practice measures, including advanced stormwater treatment, landscaping with endemic species, recycled content materials, and large solar arrays.

The project is expected to generate approximately 60 construction jobs and 120 ongoing roles, with SAAS sourcing labour and materials locally. Approved in April 2025 under DA24/0302, the development represents a major investment in Moss Vale’s economic and sustainable growth.

Major Industrial Warehouse Development Approved for Construction in Hexham

A major industrial development at 21 Spark Street, Hexham has been approved for RES Pty Ltd. The project will meet growing demand for industrial space in the Newcastle region, supporting economic growth and creating new opportunities for investment and employment.

The development includes a 2,500m² warehouse with office space, parking for passenger and heavy vehicles, EV charging, and integrated stormwater and wastewater systems. Site works will upgrade approximately 13,200m² of land, including a capping layer in the northeast and native revegetation in the south to complement the adjoining C2 Environmental Conservation Zone.

For RES Pty Ltd, we prepared the Preliminary Environmental Assessment, facilitated pre-lodgement discussions with the City of Newcastle, and led the development approval process, including environmental and engineering investigations and negotiations with Council and the EPA. With legal support from Mr Ross Fox of Fishburn Watson O’Brien Lawyers, the development application was approved on 6 September 2023 by the City of Newcastle and the NSW Land and Environment Court.

A Construction Certificate was issued on 21 July 2025 following detailed architectural, engineering, environmental, and utility design work, including approvals for driveway access, landscaping, and a complex electrical substation. Construction is now underway, delivering a project that will enhance the local environment while supporting Newcastle’s industrial growth and infrastructure needs.

 

New Copper Recycling Facility Approved for Development in Silverwater 

A new Copper Recycling Facility has been approved at 188 Silverwater Road, Silverwater for Sydney Copper Scraps Pty Ltd, enabling the processing of up to 29,999 tonnes of ferrous and non-ferrous metals each year. The project converts an existing industrial building into a modern recycling facility through demolition works and extensive upgrades, including a new metal receivals building, reinstated secondary access, gates and fencing, internal concrete walls, storage bays, specialised plant areas, and an in-ground weighbridge. The facility will receive metals from commercial, industrial, and domestic sources, which will be sorted, processed, and baled for reuse in new metal production.

We supported Sydney Copper Scraps by preparing the planning application, leading the pre-lodgement meeting, completing architectural and waste management plans, undertaking environmental assessments, and managing all statutory planning. Post-approval support continues as Sydney Copper Scraps progresses through the Construction and Occupation Certificate phases.

The development application was approved by Parramatta City Council on 6 November 2025. The facility will provide essential recycling infrastructure for Western Sydney, reduce metal waste to landfill, and support NSW’s Waste and Sustainable Materials Strategy 2041 by decreasing reliance on virgin metal resources.
