Green Distillation Technologies Pty Ltd (GDT) proposes alterations and additions to its existing tyre recycling facility at 8161 Oxley Highway, Warren NSW 2824 (Lot 1 DP 1186656). The facility currently processes up to 5,000 tonnes per annum (tpa) of end-of-life tyres and converts them into valuable products including oil, carbon and steel. 

The Proposal seeks to increase processing capacity to 25,000 tonnes per annum through the installation of additional processing infrastructure and supporting facilities. The Proposal also includes increased on-site storage capacity of up to 1,000 tonnes of tyres, 750 tonnes of recovered carbon, 400 tonnes of recovered steel and approximately 180,000 litres of recovered oil to support the expanded operation and improve operational efficiency.

The Site is located within the Warren Local Government Area and is zoned E4 General Industrial under the Warren Local Environmental Plan 2012. The existing facility operates under Development Consent P16-10.26 and Environment Protection Licence (EPL) 21183.

The Proposal is classified as Designated Development under Clause 12(1)(f) of Schedule 3 of the Environmental Planning and Assessment Regulation 2021 due to the production of petrochemical products, being the oil recovered from the tyre recycling process. The Proposal is also Regionally Significant Development under the State Environmental Planning Policy (Planning System) 2021 and will be determined by the Western Regional Planning Panel. An Environmental Impact Statement (EIS) is being prepared to assess the potential environmental impacts of the Proposal.

The Facility will include the following components and infrastructure:

• Installation and operation of five (5) additional distillation modules to increase processing capacity; 
• Construction of a new administration building, including staff amenities, parking and an on-site wastewater treatment system; 
• Installation of additional water storage infrastructure to support operational efficiency and fire protection; 
• Expansion of oil handling infrastructure, including four (4) additional above-ground storage tanks, increasing total storage capacity to approximately 180,000 litres; 
• Construction of a carbon and wire separation shed to streamline processing; 
• Construction of dedicated storage buildings for carbon and steel by-products; 
• Installation of bunding to hazardous material storage areas; 
• Expansion of the cooling (water) system to support increased throughput; 
• Upgrades to nitrogen generation and storage systems; 
• Construction of an upgraded electrical control room; 
• Installation of a weighbridge to improve site logistics; 
• Sealing and extension of internal hardstand access roads and operational areas to support the expanded facility layout and vehicle movements; and 
• Implementation of additional stormwater management infrastructure. 

The expanded facility will continue to recover valuable resources from end-of-life tyres through advanced destructive distillation technology. The recovered oil, carbon and steel products will be supplied to industrial and manufacturing markets, supporting resource recovery and circular economy outcomes.

The Proposal will assist in addressing the growing need for domestic tyre recycling infrastructure and support NSW waste and circular economy objectives. The Proposal will increase regional recycling capacity while reducing the volume of end-of-life tyres requiring disposal.

The Secretary’s Environmental Assessment Requirements (SEARs 2050) were issued by the Department of Planning, Housing and Infrastructure on 18 December 2025. An EIS is currently being prepared to assess the Proposal and inform the Development Application.

Specialist studies are currently being undertaken to assess air quality, greenhouse gas emissions and climate change, noise and vibration, traffic and transport, bushfire, hazards and risks, human health, soil and water, groundwater, visual impacts, landscaping, wastewater management and fire safety. The findings of these assessments will inform the final design and operation of the facility and identify measures to avoid, minimise and manage potential environmental impacts.

The Proposal is expected to generate approximately 10 jobs during construction and create a further 10 ongoing operational positions. The capital investment associated with the expansion is expected to exceed $5 million.
