Borg Manufacturing Pty Ltd is a leading manufacturer of melamine panels and components for kitchen cabinets used all over Australia. Panel boards are made at its Oberon panel board mill from pine logs that its forestry business manages.

The company generates pine bark as a waste from the panel board making process, including timber and pallets from its melamine production and warehousing facilities in Charmhaven and Somersby. To help sustainably manage all the bark and wood across its supply chain, the company has sought planning approval to build one of the largest dedicated bark and timber recycling plants in NSW, in Oberon, just west of the Blue Mountains.

The team at Jackson Environment and Planning Pty Ltd led the Environmental Impact Statement and development application for the project. The designated development application was approved by the Western Regional Planning Panel in January 2020.

The Bark/Timber Processing and Landscape Supplies Production facility will process and recycle up to 99,000 tonnes per annum of wood material, made up of pine bark residuals, sawdust and pallets. The facility will be developed on vacant land, adjacent to Borg’s panel board manufacturing plant.

Our team led the design phase for the project, to ensure the facility is designed in accordance with environmental best practice in line with EPA requirements. Bark and timber receival, processing and recycling operations have been designed to minimise traffic impact on local roads, with earth bunds and extensive native landscaping around the development for noise mitigation, an advanced surface water collection and treatment system for protecting water quality, fire safety measures, weighbridge operations for managing stock levels and dust suppression measurers to protect local air quality.

We also led the town planning, community consultation program, waste management planning, pollution incident response planning and coordination of the impact assessment investigations for the project. This included specialist investigations on traffic management, contaminated sites, noise and vibration, air quality, soil and water management investigations.

The facility will recycle 99% of all incoming pine bark residuals, sawdust and pallets for manufacturing into a range of horticultural and landscaping products for use in the NSW gardening market.

The project will create five jobs in construction over a three-month period and seven new permanent jobs, injecting more than $110 million into the local economy over a 15-year period. The project will involve an estimated capital investment of $11.1 million, helping to further boost the local Oberon economy.
